Created in 2010, COSEER (Compagnie Sahelienne en Energie Renewable) is a one-person, social, innovative company, a pioneer in renewable energy. Based in Dakar, it was founded by Mr Abdoulaye BA, a qualified engineer in Renewable Energy & Environmental Techniques.
COSEER acts as a project developer, design office (EPC – Engineering, Procurement and Construction) offering its own engineering solutions in accordance with customer requests, and as a rural electrification operator.
COSEER was tasked by ASER with managing 66 mini solar power plants (MCS) in the regions of Matam and Tambacounda. COSEER also wishes to develop an activity in the sale and installation of individual solar equipment.
To carry out these two activities, COSEER needs to strengthen itself in terms of human resources and internal organization. To achieve this, COSEER requested the support of its partners, in particular ADA, a Luxembourg NGO, with which a three-year support project was formulated.
The implementation of this project provides for the recruitment of an expert in business structuring to provide full-time support to the management of COSEER for a period of 12 months (Year 1), then part-time for a period of 12 months (Year 2), with the prospect of a permanent contract.
The expert will work directly with the COSEER Partnerships Manager.
The position to be filled is based in Dakar, at the COSEER headquarters, with regular travel to rural areas in the Matam and Tambacounda regions.
Your responsibilities
Advise and support COSEER management in the implementation of all the projects planned in the support project.
More specifically, you will be required to advise and support, by directly carrying out part of the necessary tasks, the management of COSEER to:
The definition and implementation of an organization adapted to the implementation of COSEER activities and its adaptation according to the growth of the MCS network and its marketing and equipment installation activities (job descriptions , formalization, procedures, etc.).
- The implementation of effective human resources management adapted to needs (recruitment process, training plan, organization of team capacity building, etc.)
- The definition and implementation of a monitoring, reporting and performance system for MCS and COSEER services (including identification, necessary tools/software);
- The definition and implementation of a customer satisfaction monitoring system;
- The development of the COSEER BSP including COSEER financial projections, a document on which COSEER will rely to raise financing from potential investors.
- The establishment of a network of “advisory agents” responsible for supporting groups and MSMEs in electrified villages and marketing solar equipment.
You will also support COSEER management in implementing COSEER/ADA project management activities:

Contribute to annual planning and budgeting;

Contributing to the preparation of periodic progress, technical and financial reports on the Project’s activities (monthly, quarterly and annual reports);

Contribute to the monitoring of performance indicators ;

Contribute to the project’s budget monitoring;

Contribute to quality control of services provided by external stakeholders involved in the project (consultants, trainers, etc.);
Your qualifications
5 years’ higher education in business management or equivalent
Over 10 years’ experience in supporting/advising/coaching business leaders
Significant experience in most of the following areas:

Business management in an executive position

Promotion of renewable energies;

Local economic development;

HR and training management (definition, job profiles, recruitment, implementation of training plans, etc.);

Inclusive green finance.

Excellent project management skills: planning, budgeting, monitoring and reporting
Excellent analytical skills and ability to propose solutions
Excellent written and oral communication skills in French
Autonomy, adaptability, initiative;
Ability to interact with a wide network of stakeholders (NGOs, government agencies, private sector) in a multicultural context.
Ability to travel regularly in the field in the Matam and Tambacounda regions.
