The Minister of Finance and Budget and the Minister of Oil and Energy have issued a joint order establishing the list of equipment for the production of renewable energy that is exempt from value-added tax.
The interministerial order dates from May 25, 2020 and was made public on July 23, 2020. The list of equipment benefiting from VAT exemption concerns solar and wind energy as well as biogas. Concerning solar energy equipment we can mention the photovoltaic solar panel, the solar thermal collector or panel, the charge regulator, the solar pumping kit etc… For wind power equipment, we can note the tower, blade, rotor, nacelle and core. Finally, for biogas equipment, there is the biogas stove, biodigester, water trap, substrate mixing device etc.
Exempt equipment will be certified by international certification bodies. As for the exemptions, they will be issued by the General Directorate of Customs or the General Directorate of Taxes and Domains.
The Business Council for Renewable Energies of Senegal (COPERES in french) welcomes this initiative and is of the opinion that it constitutes a significant step forward for the development and promotion of renewable energies in Senegal.
